It is calculated on a reference rate and varies as the reference rate changes. If the DTF rate is used as a reference, the value of this rate must first be ascertained and then we establish what percentage above it we are going to set for the floating rate. For example, it is defined that the value of the rate will be 2% over the value of the DTF. If the DTF value is 7%, the interest will be 9% (7% + 2%). If another period is to be calculated and the DTF is now 7.5%, the interest rate will be 9.5% (7.5% +2%).

Since inflation decreases the purchasing power, that is, money decreases its value, it is necessary to calculate the real interest that we are going to earn on the investments. To find this out, the value of inflation is deducted from the interest received or paid. Interest rates try to compensate for the decrease that inflation produces in our purchasing power.

However, negative rates present unique challenges in the euro area. Because the ECB charges interest only on surplus liquidity, the amount charged is higher in countries whose banks hold large excess reserves. These tend to be countries with large current account surpluses compared to other member countries of the monetary union. At the same time, the ability of banks to generate interest income on each euro of assets has been impaired because, because of their reliance on a large deposit base, banks have not been able to reduce the amount they pay depositors to the same extent as the amount they charge for loans. And in several major economies, loans are often indexed to the monetary policy rate (so-called "floating rate loans"). Banks in these countries face squeezed margins not only on new loans but also on existing loans, as explained in the April issue of the Global Financial Stability Report (GFSR) (Figure 1).
